Is it not correct, however, that if a board
of education and a board of regents is pro-
vided under the education article, that
would take precedence over this?

THE CHAIRMAN: Delegate Fornos.

DELEGATE FORNOS: Absolutely,
Delegate Maurer. On line 9 we said "un-
less otherwise provided in this constitu-
tion."

THE CHAIRMAN: Delegate Pullen, do
you have a question?

DELEGATE PULLEN: Yes, sir.
THE CHAIRMAN: State the question.

DELEGATE PULLEN: Would you be
willing to provide a state board of educa-
tion, boards of education, board of regents
for the University of Maryland?

THE CHAIRMAN: Delegate Fornos.

DELEGATE FORNOS: Dr. Pullen, all
of the sponsors of this amendment are in
complete agreement with that philosophy
under the educational article.

THE CHAIRMAN: Delegate Pullen.

DELEGATE PULLEN: Well, that is a
very fine statement, and I am just won-
dering —

THE CHAIRMAN: Delegate Pullen, the
only matter before you now is to ask a
question.

DELEGATE PULLEN: I am just laying
the ground, Mr. Chairman.

THE CHAIRMAN: You are using up
his valuable time, so be brief.

DELEGATE PULLEN: That might be
helpful.

I just want to know how much trust I
can put in this, and that is said with no
reflection whatever to a very intelligent
and progressive young man, if you are for
that which you have just stated. I believe
it too, so I would like to work with you.

THE CHAIRMAN: Are there any other
questions?

(There was no response.)
Delegate Hickman.

DELEGATE HICKMAN: I would like
to ask a question of Delegate Fornos.

THE CHAIRMAN: Delegate Fornos, do
you yield to a question?

DELEGATE FORNOS: Yes.

THE CHAIRMAN: Delegate Hickman.

DELEGATE HICKMAN: Delegate
Fornos, you gave an example which I
think was a very good one. You used the
example of having a pet project, state
roads, that you want to get through, and
maybe the commissioner owes you some-
thing and perhaps he is in favor of this,
yet we have a commission which consists
of six people who represent the various
sections of the state of Maryland, and five
of these people who do not represent your
district say no.

Do you not think that the good of the
people of the State is better served by hav-
ing this commission than having one man
say yes when it perhaps is not too good an
idea in the first place?

THE CHAIRMAN: Delegate Fornos.

DELEGATE FORNOS: As you well
know, and perhaps both of us are sparring
with each other, the state roads commission
can make that decision anyhow.

Perhaps it was a bad example on my part
because it is up to the legislative delega-
tion from that area to make the decision
on what road is to be built and not to be
built.

I am not arguing on the merits of that,
but perhaps I ought to take a different ex-
ample of another board. Should we perhaps
take water pollution, and have a board in
the natural resources area.

Would it not be catastrophic if the re-
quirements of the health of this State were
secondary to regional interests? I think
you ought to go out and get professional
administrators to head these departments,
subject to confirmation by the Senate, so
that they can look at the total state picture
and represent all of the interests and pri-
orities of that area.

THE CHAIRMAN: Delegate Fornos
has left only two minutes to reply to ques-
tions.

I will ask each of the four people rising
to be very brief.

Delegate Boileau.

DELEGATE BOILEAU: Delegate
Fornos, you have already made reference
to the advisory boards. Is it not true that
this does not have any effect on 4.18 as to
regulatory quasi-judicial or temporary
agencies?

THE CHAIRMAN: Delegate Fornos.
