The Clerk will ring the quorum bell. The
question arises on the adoption of Amend-
ment No. 26 to Committee Recommendation
EB-1. A vote Aye is a vote in favor of the
Amendment No. 26. A vote No, is a vote
against.

Cast your votes.
Delegate Boyce, announce your vote.
DELEGATE BOYCE: Aye, sir.

THE CHAIRMAN: Have all delegates
voted? Does any delegate desire to change
his vote?

(There was no response.)
The Clerk will record the vote.

There being 114 votes in the affirmative
and one in the negative, the motion is
carried. Amendment No. 26 is adopted.

The next section that we had passed was
section 4.20.

Delegate Chabot.

DELEGATE CHABOT: I understand
that Amendment No. 12 was in some form
of limbo, in view of our action on Amend-
ment No. 26.

May I remove it from the limbo and
permanently withdraw it?

THE CHAIRMAN: Thank you, sir.

Amendment No. 12 was laid aside. It is
now withdrawn by Delegate Chabot. Thank
you, Delegate Chabot.

Amendment to 4.20, was that your
amendment, Delegate Maurer?

DELEGATE MAURER: It is Mr.
Fornos' amendment.

THE CHAIRMAN: The Amendment
marked BK will be distributed by the pages.

Delegate Clagett.

DELEGATE CLAGETT: Mr. Chairman,
I rise to a point of personal privilege.

THE CHAIRMAN: State your privilege.

DELEGATE CLAGETT: I understand
that there is a venerable delegate here
among us who is very anxious to know
of my whereabouts. I am here, where is he?

THE CHAIRMAN: Delegate Della.

DELEGATE DELLA: Mr. Chairman, I
understand he is out looking for Delegate
Clagett.

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: Mr. Chair-
man, I note among the visitors in the gal-
lery that we are privileged this morning
to have the only female member of the
Supreme Bench of Baltimore City, the
Honorable Shirley Brannock Jones, and I
would appreciate it if the Chair would ex-
tend an invitation and welcome to her this
morning.

THE CHAIRMAN: Delighted to have
her with us.

(Applause.)
THE CHAIRMAN: Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I think it might be desirable in view of the
time that those two delegates get together
at high noon to encounter each other.

THE CHAIRMAN: Amendment No. 27.
The Clerk will read the amendment.

READING CLERK: Amendment No. 27
to Committee Recommendation EB-1, by
Delegates Abramson, Case, Fox, Gallagher,
Robey, Fornos, Sickles, Maurer, Harris,
Neilson: On pages 7 and 8 section 4.20,
Heads of Principal Departments of the Ex-
ecutive Branch, strike out all of line 50
on page 7 and lines 1 through 7, inclusive,
on page 8 and insert in lieu thereof the
following: "The head of each principal de-
partment of the executive branch shall be
a single executive unless otherwise provided
in this constitution."

THE CHAIRMAN: The amendment has
been seconded.

Delegate Abramson, do you desire to
speak to the amendment, or Delegate
Fornos? The Chair recognizes Delegate
Fornos to speak to the amendment.

DELEGATE FORNOS: Mr. Chairman,
fellow delegates, during the late hours of
yesterday afternoon I got the distinct im-
pression that very many of us were tired
and somewhat cantankerous by the long
debate over the executive article. A very
prime objective of executive governments
appeared to have been lost when during
those closing hours we did not properly
consider the principle of whether the
prime departments of government or cabi-
net agencies, if you will, the principal de-
partments which we are establishing should
be administered and headed by a board or
