rule, I will turn to Rule 28 as it now stands, I believe
provides for the right of a minority, at least if there
is -- here it is, Rule 28 now provides that the report
of a minority of at least 20 per cent of the members of
any committee shall be received, printed in the same man-
ner as the majority report and treated as an amendment
or substitute.
So if there is a minority of 20 per cent, it is
a guarantee of a written report, which I had hopefully,
although we don't deal with it, hopefully would also
contain the reasons for the minority's position. If
there was less than 20 per cent, while Rule 28 would not
guarantee that their report would be printed, I would
think, as an ordinary courtesy, that even if it was a
minority of one on a committee, if he was really deter-
mined to have his views set forth in a form of report, it
would be done, but this is a guarantee that if at least
20 per cent want it, you have the same rights to printing,
et cetera; so there is nothing in our proposed amendment
to 28 which would in any way change that guarantee. As
I say, hopefully, even though we don't deal with minority
