THE CHAIRMAN : The amendment hav-
ing been seconded, the Chair recognizes
Delegate Storm to speak to the amendment.
DELEGATE STORM: A very short
statement, Mr. Chairman.
I think maybe we should have a little
break on the power of the governor.
THE CHAIRMAN: Delegate Morgan.
DELEGATE MORGAN: I think the
Committee would have to oppose this
amendment. The lieutenant governor is
provided for as an assistant to the gov-
ernor and I do not think the General As-
sembly should be given any power to limit
the functions that can be delegated to the
lieutenant governor by the governor.
I think this is a dangerous amendment
and I hope it is defeated.
THE CHAIRMAN: Are you ready for

READING CLERK: Amendment No. 6
to Committee Recommendation EB-1 by
Delegate Storm: On page 2 following sec-
tion 4.03, Lieutenant Governor, add this
new section:
"Section 4. — Term of Lieutenant Gov-
ernor
The lieutenant governor shall serve at
the pleasure of the governor."; and on
page 3 Section 4.05, Election of Governor
and Lieutenant Governor in lines 2 and 3
strike out the following words: "for the
same term as the governor".

As is frequently the case small pages do
contain important provisions and nice
things and this would make sure that if
Dennis or Gordy got in, the governor could
kick him out. I do not think we should
deny him this privilege.
