There will be nothing except the formal ceremony

There is a great deal of interest in the signing

ceremony on Wednesday, and therefore we have decided

10

to issue tickets for admission to the galleries. As all

11

of you know, the number of seats in the gallery is very

12

severely limited.

Accordingly, each delegate will be entitled to

14

one pass for admission to the gallery. This will leave,

15

in addition to the seats for the delegates' guests, a

16

very limited number of extras for the public — I think maybe

17

25 or something like that -- in both galleries combined.

These, of course, are available on a first-come,

19

first-serve basis. The tickets may be picked up in Mr.

20

Martineau's office. I would deem it a great favor if you

21

would make it a point to pick up your ticket promptly,
