I don't want to belabor the issue. You are

all aware of how we are going to vote. I appeal to the

members here, and even the Committee members on Finance,

to let you know you are not bound by any vote that you

5

had cast in the Committee. None of us are bound by any

6

vote cast in the Committee of the Whole. I appeal to the

7

membership in your wisdom, and I hope your generosity in

8

deleting this section, because it does not belong in the

9

Constitution.
