DELEGATE MARION: Mr. President, this amend-

4

ment too is merely a stylistic one. You can follow the

5

language of the amendment. It would provide in Section

6

5.03, on page 28, that the sentence beginning in the middle

7

of line 31 would read as follows: "The General Assembly

8

by law shall have concurrent power to regulate the matters

9

enumerated in this section, except when these matters are

10

specifically required by this Constitution to be prescribed

11

by rule."

We were attempting to make the sentence a

13

little more polished than it was when it was originally

14

there and to avoid the prescribed provide problem by just

15

making an end run around it, and also avoiding using those

16

words.

It has the approval, I think before it was

18

prepared, of Chairman Penniman of the Style Committee and

19

I urge its adoption.
