Before proceeding to Article 7 , the Chair would

recognize Delegate Carson for the purposes of making an

14

announcement. He has advised the Chair, because of having

15

two young children with him, one under medication, it is

16

imperative that he leave. He has a long trip and under the

17

circumstances the Chair has agreed to give him the floor

18

to announce his intentions with respect to the voting, in

19

which he will not now be able to participate.
