In actuality, there are no provisions in the

Constitution concerning continuity of state and local public

offices and operations, the purpose of this section being

6

to provide continuity.

Therefore, in order to read the sentence in

8

its proper way, we should eliminate the "continuity of"

9

so that the sentence will now read "any suspension shall be

10

for the period of the emergency only and only provisions

11

of this Constitution concerning state and local public

12

offices and governmental operations may be suspended",

13

will be the final way it would read if this amendment were

14

adopted.

I think it is an obvious change and I would hope

16

it would be approved.

Gallagher that there is a section in the Constitution

pertaining to continuity. It is this section.
