to make these changes because the definition of county,

including Baltimore City, is in the Constitution and it

says in this Constitution that shall be the case. That

is not carried over to Article 1 of the Code where the

definitions are so that they have consistently followed

|

|
the practice in the Schedule of Legislation of referring
|
|

|
to Baltimore City separately. It occurs to the Chair that
|
|

|
that it proper until the definition is incorporated in
|
|

|
Article 1 of the Code.
