DELEGATE MARION: I raise a question about

that, Mr. President, because I wonder whether if those

words are inserted it would lead to the construction that
|
|

before a referendum were to be provided on any such
|
|

|
law a separate law would have to be enacted providing
|
|
12
|
that such a referendum take place.
|
|

As I understand the intent, it is to permit the
|
|
14
|
General Assembly to provide in a law pertaining to a
|
|
15
|
popularly representative regional government that the law
|
|
16
|
it enacts be submitted to referendum.
|
