We have used the word "unit" in other senses

and other meanings in this Constitution, and that is what

concerns me.

THE PRESIDENT: Delegate Carson. I think the

expression used in some of the other sections you men-

tioned, was "unit of government", rather than "governmental

9

unit".

DELEGATE CARSON: That is what I intended, and

12

it will probably be changed by Style to read "conducted

13

by the State or by any unit of local government", and I

14

might as well make that amendment right here, because

15

I know they are going to make that on me. So it would read

16

"any investigation conducted by the State or by any unit

17

of local government, or any of" — and then it should be

18

"their departments or agencies'."

fying the amendment so that lines 8, 9 and 10 would read
