DELEGATE CARSON: Mr. Chairman and ladies and

This amendment is largely in the nature of a house

keeping one, although it does technically create a substan-

|
tive change.

The language previously in this section and
|
|
15
|
still in this section speaks of legislative or executive
|
|
16
|
investigations, and therefore by its exact terms excludes
|
|
17
|
any possible judicial investigations.
|
|

Now, in the Constitution we have mentioned two
|
|

|
possible judicial investigations which would not be
|
|
20
|
courtroom proceedings, and they would be the Commission
|
|
21
|
on Judicial Disabilities and your Nominating Commissions.
