May 14, and I would hope that all of those delegates

who supported the collective bargaining provision and

3

those others who claimed that it was statutory will

4

join in oersuading the General Assembly to pass such

5

legislation.

If that should happen, then I think we could

7

look for further support and all go forward to win the

8

hearty ratification and endorsement by the people that this

9

Constitution deserves.

THE PRESIDENT: Delegate Harris.

DELEGATE HARRIS: Mr. President, ladies and

12

gentlemen of the Convention, it is with reluctance that

13

I rise to concur in the action taken by the delegates

14

who have supported the collective bargaining provision.

15

I believe that further consideration of this provision

16

would serve only to deepen the split that has occurred

17

in this Convention.

18

I would be remiss in my duties as a delegate

19

to the Convention, as a representative of the people of

20

the great State of Maryland, if I did not enlighten you

21

on some of the errors that we have committed by not
