function will be solely one of advisory capacity. They

will not direct. Is this true?

DELEGATE DULANY: The Committee will formulate

and advise. We must have someone we can put the finger

7

on who is directing the program. The resolution provides

8

that the President shall, or in his absence or inability,

9

the vice president. The Committee will formulate and

10

advise with regard to the program.
