THE PRESIDENT: The Convention will please
come to order.
The invocation today will be offered by the
Right Reverend Monsignor Henry Rotrige, Vice Chief of
Chaplains, United States Navy. Admiral Rotrige is a
former shipmate of Delegate Edward Clarke. Father
Rotrige.
(Whereupon, the invocation was offered by
Father Rotrige.)
THE PRESIDENT: Roll call.
(Whereupon, a roll call was taken.)
THE PRESIDENT: Before recording the roll
call, the Chair wishes to announce that pursuant to
Rule 24, the Chair has reluctantly granted permission to
the Committee on Local Government to continue its session
during this session of the Convention.
The request of the Chairman of that committee
was presented tome urgently on the basis that the committee
had been meeting all yesterday afternoon until 11 o'clock
last night and from 9 o'clock this morning. They were
anxious to conclude their voting in order to present their
