DELEGATE SINGER: Mr. Chairman, very briefly, I
believe that the phrase in question is very little relevant
to the present day. The section will not suffer at all
by the deletion of the phrase, and that it would be im-
proved in that it suggests something not relevant today.

The question arises on the adoption of Amend-
ment No. 12 to Committee Recommendation No. GP-1. A
vote Aye is a vote in favor of the amendment to strike
the words "repel invasions" from line 12. A vote No
is a vote against the Amendment. Are you ready for the
question?
All in favor, signify by saying Aye; contrary,
No. The Nos seem to have it. The Nos have it. It is
so ordered. The Amendment fails.
