THE CHAIRMAN: Is there any further discussion?
Delegate Gallagher.
DELEGATE GALLAGHER: Mr. President, would
the sponsor consider an additional substitute by way
of further amendment, and that in reality is what I
planned to offer. My suggestion would be if he would
consider it that the words "may occur" be struck out
and that in lieu thereof the words "threatened or may have
occurred" be inserted.
THE CHAIRMAN: Delegate Barrick.
DELEGATE BARRICK: I think that accomplishes the
same purpose I wish to accomplish. I would accept that.
It is probably a little better language.
THE CHAIRMAN: Does the seconder accept the
modification? The modification is instead of inserting
the words "or has occurred" in place of the word "occur,"
insert the words "is threatened or may have occurred."
