THE PRESIDENT: Delegate Sherbow.

DELEGATE SHERBOW: Mr. President, ladies and

gentlemen of the Convention: I have too much affection

8

and esteem for Delegate Kosakowski to want to mesmerize

9

him. I think that in all the years we have known each

10

other he has respected my views, and I have respected his.

He favors lotteries, and I don't. I don't think

12

that is the real issue. I don't think the real issue is

13

whether or not you leave it in the Constitution or take

14

it out. I think the real issue is whether or not you

15

are going to open Maryland to the kind of evils that are

16

occurring in other parts of the country.

Ladies and gentlemen, I think that in the last

18

debate we pretty well went through the entire picture as

19

it dealt with lotteries. Let me just sum it up. 36 States

20

have a ban on lotteries in their Constitution. Maryland

21

likewise has this ban. Don't forget we have to go before
