all the way through to where he was budget director, to

the Honorary Chairman of this Convention, and Governor

for eight years.

I spoke to Dr. Paul Cooper. What I am saying to you is

that they approve this. Our committee has approved it.

We have given you the best judgment. Don't lock it in so

that for the next 50 or 100 years it can't be changed.

This provision gives you the flexibility that

you need. It can only be used when the legislature votes

14

by a three-fifths majority. Remember, the Governor always

15

has the veto power. Times may change, and under those

16

conditions we say to you that the State of Maryland should

17

have the protection that it needs, and I ask you to vote

18

against the amendment.
