All of those things are things that must be administered to

last amendment. They put in eight or ten words and let then

The court said you made the definition. Every-

thing that got into it got in under the Alsop case. We

don't want to fall in that trap.

We are trying to provide a method that will protect

the state and at the same time protect the farmers. I don't

know how to say it any more and any better than I have
