if you will read the sentence as it would be amended, I

think you would see the reason for the change because it

would read "At the time the Governor submits the budget to

5

the General Assembly, he shall deliver to the Presiding

6

Officer of each house a budget bill," so it does not

contemplate both.

6.03 and the problem of farmland assessments, as I under-

stand Section 6.03, when it was adopted on first reading,

it provided the assessment for property which was devoted

to agricultural use as agricultural use would be defined by

the General Assembly.

cut across this because I think this is repeating much the

same thing that we have been over, and I don't think we can
