that we have got a new Constitution, we are prohibiting

you, almost, from taking any of the laws out, and I think

that we ought to give the people the assurance that in

adopting a new Constitution and having the maze of

legislation that will follow in the next few years that they

at least ought to have a figure there that they can meet

with reasonable certainty.

I have been through some of these referendum

campaigns, and I want to say to each and every one of you

here, if you engaged in it and had been through all of

it, then you will realize what a great task it is to meet

with the three percent, and if you are going to make it

five, you are certainly making it prohibitive, and I would
