Now, I am wondering, really,, if this section is

needed at all from lines 16, the word "the" down to the

word "section" in line 20.

If we are saying that our purpose is to provide

for the uniform administration of elections, this has

19

already been stated in lines 13 and 14. If we are trying

20

to specifically set up an agency to correct the ills that

21

are presently existing, I say that this is a matter truly
