Gleason, the reason that we put in this very explicit

language was that the present Constitution says that the

General Assembly shall provide by law for a uniform

registration of all the names of the voters, and so forth.

There was an abundance of evidence presented to our

|
committee that despite this uniform registration requirement
|
|

|
that, in fact, it was not uniform, and it was for this
|
|
11
|
reason that we felt it necessary to indicate that there be
|
|
12
|
an agent of the state that was so responsible.
