provision contains also an exception which permits some

municipal corporations to allow non-resident voters to vote

if they have property qualifications; that is, I believe,

the case in Ocean City, and I remember quite a discussion on

19

the point when this matter was before the Committee of the

20

Whole, so that all that would go down the drain, would it

21

not, if this section were exorcised from the Constitution?
