language or could attempt to give some direction to the

State Legislature so that they would be made aware of

what has happened and what could happen at a future date,

and of course I would be willing to accept such language,

but in the absence of that language I would hope that the

14

committee would not resist striking this out.

Here we are making it inflexible that

they must secure bonds. If they can't do that, they would

17

have a problem.
