President, to the kind of statutory enactments that the

General Assembly sets up to insure the integrity of the

elections in terms of how soon before an election you could

6

change your address.

THE PRESIDENT: In other words, the General

Assembly may say one day is not enough, but what you are

9

saying is, to Delegate Key, that a voter who is qualified

10

because of three months' residence in a county need not

11

necessarily have three months' residence in the particular

12

delegate district in which he votes. Is that correct?
