THE PRESIDENT: What I think Delegate Key is

saying to you is in section 2.01 you have now removed

the requirement that voters reside in any particular

delegate district. Do you now have an inconsistency between

6

this section which says that a person resident in a county

6

is eligible to vote and the section in Article 3 which says

7

that a member of the General Assembly or the House of

8

Delegates shall be elected by the voters in the district?

DELEGATE KOSS: Mr. President, I don't see that as

10

an inconsistency. We are establishing the requirements to be

11

eligible to vote, not establishing the officers for whom you

12

vote.

This was a distinction I tried to make previously

14

and was obviously unsuccessful.
