committee did was insert the word "prescribe" after the

word "shall" in line 20, and to strike out from line 21

Delegate Penniman, that on line 42 on page 3 the separation

of "prescribe" then "by the General Assembly by law",

is that there is a difference in meaning, that there

the General Assembly may prescribe by law as opposed to

15

the instrument of government of a county, is that correct?

DELEGATE PENNIMAN: The instrument of the

17

county is in effect the charter, and it is provided by the

18

charter.

DELEGATE CARDIN: As I understand it, that is
