to delete all except the first sentence of section 3.03b

which will be to delete line 13 after the portion of the

word "-sentatives", and "The difference between the populations

of the largest and smallest congressional districts in

the State shall not exceed ten per cent of the mean population

of all congressional districts. Each congressional district

shall consist of adjoining territory and be compact in form.

Due regard shall be given to natural boundaries and the

boundaries of political subdivisions. The boundaries of

Congressional districts shall be established according to

11

these standards immediately prior to the statewide

12

congressional general election in 1972 and every tenth year

13

thereafter."
