Now I think if we become clearly familiar with
this procedure, we will accomplish the two objectives
of the rule. That is, to have the calendar fixed so
that you know ahead of time what is going to happen at
any session and at the same time accomplish the purpose
of having the Convention and not the officers of the
Convention control the calendar.
Now, the second thing I do not think we will be
able to accomplish this afternoon, but I hope to have in
operation by Monday, and that is to have the calendar
of committee activities posted every afternoon on a daily
basis. This is going to require each committee to plan
in advance its schedule at least by noontime so that
the copies can be accumulated and put into one calendar,
reproduced. These will be posted on bulletin boards
but also in addition, there will be a copy of that calen-
dar placed on the desk in the committee room of each
delegate.
At the meeting of committee chairmen it was
suggested that in order to permit delegates who are
interested in speaking for or against a proposal pending
