DELEGATE WILLONER: Mr. Chairman, it was my

understanding at the time that this provision, Section 9

6

of RP-1, was discussed, the suspension of the constitution

7

went to the suspension not only of personal rights but it

8

went to the suspension of the constitution as a whole,

9

and I -think in discussing this with you I thought we

10

arrived at the conclusion that this was inconsistent

11

with it, but it was an appropriate limitation, or I should

12

say exception to the suspension rule.

The colloquy between you and the Chairman

14

of the Committee of the Whole indicated that you feel

15

that the provision of Section 9 only applies to personal

16

rights.

THE CHAIRMAN: Delegate Gallagher.

DELEGATE GALLAGHER: I was merely saying by

19

way of example that we do not intend that it should apply

20

to the suspension of any of the rights guaranteed under

21
