was moved by Delegate Johnson for reconsideration be set

for special order at noon tomorrow and that the debate

be limited to thirty minutes, fifteen minutes per side,

and two minutes for each speech.

DELEGATE BARD: Mr. President, would it be in

order to cut this further to ten minutes each?

THE PRESIDENT: Well, I think that the Committee

on Calendar and Agenda has given pretty careful thought

to it. You don't have to use the full time merely because

it is allowed in the schedule.
