THE CHAIRMAN: Any other questions of the

committee chairman? The Chair hears none. While he

5

returns to his seat, the Chair understands that there are

6

a series of amendments being proposed by Delegates

7

Needle, Hardwicke, and Sollins. I think these can be

8

better understood and considered by the Committee of

9

the Whole if they are presented first as a group although

10

they will be acted upon separately. The Chair, therefore,

11

calls on Delegate Needle and suggests you might come

12

forward to the reading desk, Delegate Needle, in view of

13

the number of amendments involved.

Delegate Adkins, the opinion of the Attorney

15

General to which I referred is printed in the final report

16

of the Commission beginning at Page 443.
