How about a program such as began in 1962 in

Meadowbrook, Massachusetts. Would equal opportunity per-

3

mit a building built for 1,000 student capacity to enroll

4

150, in a new concept of education? Let the pupils choose

5

the courses and the teachers -- would this be permitted

6

under equal opportunity? It took four years, 1966, before

7

the entire enrollment was permitted because by then, the

8

pilot project had proven successful. The students were

9

able to work out a program with the teachers, and this is

10

regarded as one of the greatest innovations in education.

11

Equal opportunity, I contend, would not have permitted

12

one teacher to ten pupil ratio in a State that has a dif-

13

ferent ratio entirely.

14

It is true that we must judge by the end result,

15

but unfortunately all of us do not come to the same

16

end result. Given the same amount of time and the same

17

teachers, we will not arrive at the same point.

18

Baltimore City needs Federal funds, such as

19

New York has achieved. Baltimore City needs Federal funds

20

because it costs three to four times as much to teach a pupil

21

in Baltimore City, who is culturally or socially or economi:-
