Section 2 , as I indicated in my report, to change the

word "provided" to "promote", and with the assurance that

this does not mean anything other than the word "promote"

as it is commonly understood. At this time I yield five

minutes to Delegate Beachley.

THE CHAIRMAN: Delegate Beachley.

DELEGATE BEACHLEY: Mr. Chairman, fellow dele-

8

gates, there are 142 delegates attending this Convention,

9

and we are all here for the purpose to seriously carry

10

out our obligations to the people of this State, and as

11

mentioned a while ago, to our posterity. For that

12

reason I would like to speak against the amendment that

13

has been presented and speak for the Majority Report, which

14

includes equal opportunities for all.

15

In reply to what Delegate Lord said a while

16

ago, or mentioned, that it was a radical departure, I

17

would like to state that this proposition of equal oppor-

18

tunity is not a radical departure. It is not exhortatory

19

expression but a sensible, broad and evolving perspective

20

toward the field of education.
