The State Board of Education keeps the State's

4

educational program effectively functioning; to prohibit

6

outside forces from encroaching, where Federal management

6

is remote and minimizes many elements; so essentially in

7

adopting education to State and local demands, the State

8

board also protects the forces of private interests, -seek-

9

ing to sublimate quality education for financial equality.

There are forty-eight States in this Union having State

11

boards of education, together with commissions and super-

12

intendents managing the affairs of the educational depart-

15

ment .

We should therefore constitutionalize the State

15

superintendent as an ancillary factor in this board of

16

education. He is chosen by the board. The board should

17

be a lay board, and he should be the professional member

18

of that board. The combination of a lay board control and

19

professional administration is a proper democratic process

20

that has stood the test of time. A State board relieves a

21

single State official from the sole responsibility in
