I would speak and address my comments to the

Minority amendment on line 12 and 13, and that is the

phrase which says, headed by a governing board appointed

5

by the governor, for which this phrase I would not be

6

speaking today for the Minority.

Most of the States in the United States have a

8

State Board of Education. Most of the States of the

9

United States have a State Board of Education appointed

10

by the governor, and as Delegate Wheatley said, almost

11

half of the States of the United States, not only have a

12

State Board of Education appointed by the governor but

15

have a State Board of Education appointed by the governor

14

in the Constitution.

15

It is indeed a good practice which now prevails

16

in most States. By having a State board composed of able

17

laymen, and as such they can and have been free from

18

partisan political control and can be true representatives

19

of the will of the people, free from any allegiance except

20

that which we, the citizens of the State in this vital

21

area, we insure to the people of this State that education
