The majority further states that we believe the

responsibility for education should truly be state-wide and

that it should be the responsibility of the General

Assembly to see that this is carried out in each of its

The further provisions are basically the same in

the majority and minority reports calling for a broadened
|
|

educational view and thereby follows the committtee recom-
|

mendations .

Section 2 has been subject to the greatest

misinterpretation by the critics. I will read it to you:

"The General Assembly shall provide by law for equal

educational opportunities for all residents. Fears have
|
|

been raised this will lead to a never-never world with
|
|
19
|
dangers as yet unimagined. The minority will further
|
|
20
|
argue that such a Constitutional provision would make
|
|

|
Maryland unique." With this the majority is in complete
