freezing-in concepts. I think that the best that can be

said for the entire argument of specific versus general

3

is the addage that I heard in my first week of the Con-

4

vention from the gentleman who said I think this Constitu-

5

tion should be very general except in those areas in

6

which I am particularly knowledgeable. In those he sug-

7

gested they should be very specific and with that brief

8

background, I should like to now go into somewhat of the

9

step-by-step determination.

I might add in parentheses that many actions

11

have been taken by the Committee of the Whole in our wait

12

for the presentation of this article, consequently these

13

actions will have affected some of the decisions made by

14

the committee in its initial presentation, we will therefore

15

move at the appropriate time to amend or strike out those

16

provisions which have been accomplished by other committees

17

of the Convention.

Section 1 and 4 which will be taken together,

19

will be considered first in our majority report. The most

20

that can be said for the language here is that it appears

21

in many instances for the most part to be identical.
