Boyer, Chairman of the Committee on General Provisions.

DELEGATE BOYER: Mr. Chairman, I thought we
|
|

|
wuld never get to this day when the G. P. would be able
|
|
10
|
to bring its final package of recommendations to the
|
|
11
|
Convention. The schedule was changed this morning, instead
|
|
12
|
of taking GP-5 and consider its various recommendations,
|
|
13
|
it was decided to start off with GP-6 which, of course, is
|
|
14
|
the educational recommendation. I would like to convey my
|
|
15
|
thoughts to the Convention, if I may. I find myself in a
|
|
16
|
very awkward position and I think a short explanatory
|
|
17
|
statement is probably in order.
|
|

On the one hand, as Chairman of the Committee,
|
|
19
|
I feel a sense or degree of loyalty to the Committee; on
|
|
20
|
the other hand, as an elected delegate to the Convention
|
|
21
|
as well as expressing the thoughts of my constituents back
