DELGATE POWERS: Mr. Chairman, I move the

Committee of the Whole rise and report to the Convention

its approval of Committee Recommendation R&P-2, with the

exceptions of Sections 10, 11, and 13.

THE CHAIRMAN: Second?

(Whereupon the motion was duly seconded.)

THE CHAIRMAN: All in favor, signify by saying

Aye; contrary, No. The Ayes have it. It is so ordered.

Whole rose, and the Convention reconvened.) .

THE CHAIRMAN: The Convention will please come

to order. On behalf of the Committee of the Whole, the

Chair reports that the Committee of the Whole has had

under consideration Committee Recommendation R&P-2, that

17

it still has under consideration Sections 10, 11, and 13

18

of that recommendation, but with the exception of those

19

three sections, it has approval Committee Recommendation

20

R&P-2 as amended.
