As I understand Delegate Storm's explanation

of it, it is an attempt at a combination of Amendment

14 and 24-A. He is re-arranging both and putting them

together in a single amendment.

My point is we have discussion on both these

sections, or both of these proposed amendments and I would

|

ask the Chair to rule whether or not the amendment is
|
|

|
proper, particularly in view of the ruling which the

Chair gave earlier this mprning about the welfare state
|
|

|
amendment.
