of the Committee: Delegate Miller raised the question, and

I want to clarify my question, because every member of
|
|

our committee is very sympathetic and favorable to the
|
|

|
right to know, therefore the minority report, when the
|
|
7
|
committee could not act on the matter, the minority brought
|
|
8
|
the subject up before the Committee of the Whole.
|
|

|
However, subject 24 -A is the amendment or
|
|
10
|
provision which I had drafted, or prepared to our committee,
|
|
11
|
because it is a matter of approach.
|
|

The 24th amendment opens the floodgates to
|
|
13
|
everything, and forces the legislature to pass closing-door
|
|
14
|
is enactments that would close off in certain areas, and I
|
|
15
|
want to point out to you with this new draft Constitution,
|
|
16
|
time after time again you have made new provisions and you
|
|
17
|
said, to be established by law, the legislature would have
|
|
18
|
to hold extended hearings of all bureaus and commissions
|
|
19
|
and everything else to get the concept of where the door
|
|
20
|
should be closed, and I don't think they would be able to
|
|
21
|
get that legislation written for the next seven or eight
years with all the other things they have got to do.
