does an individual, whether he be a small man or a big

man, find out what is really going on in government? He

3

cannot do it by himself. And what distinguishes this

4

country from most of the others of the world is the fact

5

that in this country we have one of the most vigilant

6

sources of effort to find out and to know on behalf of

7

those people, meaning you and me, and that is the press.

8

The newspapers, the radio, television, all news

9

media, are there on the alert. Sometimes we may think they

10

go too far. If they do, they are held accountable, . but

11

they are the ones who find out and publish for us to know

12

that which is our own business.

We even go so far in Maryland -- and we are

14

different from other states -- so as to protect them in

15

their sourdes of information, and this is good, but now all.

16

that we are asked to do is to say that .where government

17

is concerned, we the people have the right to know, and

18

the legislature has the corresponding obligation to

19

protect that which needs protection, which Delegate

20

Willoner has so carefully explained and gone into detail so

21

that we know that those things which should allow the
