It seems to me that this amendment is turned

around exactly wrong. We could encourage the public

6

positively rather than negatively. We could do it by

7

statutory actionwhich would require public information in a

8

set of cases, and that is exactly the approach that we have

9

been making, and that is exactly the approach we should

10

be making.

I am troubled by the evid ence or the statements

12

of Delegate Willoner who saysthat a governmental proceeding

13

is restricted to a judicial proceeding. This is a rather

14

silly kind of definition. There are all manner of

15

governmental proceedings which are not judicial.

16

When you go into the voting bOoth and cast your

17

ballot you are concerned with a governmental procedure.

18

When a Governor has a conference with a legal advisor this

19

is a governmental proceeding. When there is a conference

20

of the judge with the lawyers in a case, this is a

21

governmental procedure.
