DELEGATE MORGAN: Kiefer, Mitchell, Gallagher,

Hopkins, Bennett, L. Taylor, and, Mr. Chairman, there is a

change in one word in the amendment.

In line 7 "providing" should be "fostering".

THE CHAIRMAN: Is there any objection to modifying

the amendment in line 7 by striking the word "providing" and

12

insert therein the word "fostering"? The Chair hearing

13

no objection, the amendment will be so modified.

Will the Delegates have before them Amendments

14 and 23, proposed by Delegate Morgan and seconded by the

other delegates, in the opinion of the Chair substantially

identical with Amendment 14. Amendment 14 was adopted by
