MR, QUILLEN: Amendment No. 22 by Committee

Recommendation No. R§P-2 by Delegate Macdonald. On page

3

3, Section 7, Right to Sue State and Local Governments

4

in line 9, after the period add this new sentence: "Any

5

law enacted by the General Assembly pursuant to this

6

section shall be a public general law,"

THE CHAIRMAN: The amendment having been

8

submitted by Delegate Macdonald and seconded by the

9

co-sponsors, the Chair recognizes Delegate Macdonald.

10

The purpose of this amendment was the same as

11

discussed yesterday. I believe the Committee of the

12

Whole acceded with little or no debate to substantially

13

the same change proposed by this amendment as amendment

14

10-a. While that amendment was rejected, I don't believe

15

the amendment embod ied in this amendment was.

16

I make that statement in the hope that the

17

debate can be very limited.

DELEGATE MACDONALD: The sponsors of the

19

amendment agree completely with your statement. At first

20

it was thought that this section 7, line 9, could be

 

corrected or carry out the philosophy of the local government
