executive" also mean, would they refer to local government

units?

DELEGATE GALLAGHER: They could be so interpreted,

but it is my intention, and I believe it was the intention

of the Commission, to have them refer to the State legis-

13

lative body and its committees, that is to say, the

14

General Assembly, and the committees created pursuant there-

15

to, and executive mears the State executive.
